Report what you saw, not what you assume. If you can't tell which network a camera belongs to, say so in the notes; it will be listed as a suspected camera.
Project NOLA cameras are usually larger than typical business cameras, often on a pan-tilt mount, sometimes with a Project NOLA sticker or sign on the host business. A photo of the camera plus one of the surroundings helps reviewers confirm it.
